Instruction to new schools of Anantapur dt

Minutes of the Principals meeting of new MJPAPBCWR Schools and Junior Colleges of Ananthapuramu District conducted by the Secretary MJPAPBCWREIS on 01.11.2017 at Vijayawada.

It is resolved to identify additional accommodation to Gundumala Jr. College (B) for new four sections and for Lab. Accommodation is sufficient for Gudibanda Jr. College for girls. Now 11 rooms are available in Gudibanda. Lab material and Lab furniture is required. Two rooms are necessary for Lab.  Additional two toilets and bathrooms are also required.

Action – (ABCWO, Zone-IV to identify suitable premises to shift Gundumala Jr. College from 2018-19)

Lecturers are competent to teach the Intermediate classes in both Jr. Colleges. Secretary MJPAPBCWREIS instructed the Principal, Gudibanda Jr. College(G) not to engage staff below 50 years  of age and suggested not to allot night study duty to male Teachers in Girls Schools/ Colleges. Principal Gudibanda Jr. College for Girls has requested for more Library books. The Secretary has instructed to purchase books from the Library Budget and RMSA Funds.

The problem in admissions made on TC basis was brought to the notice of the Secretary, MJPAPBCWREIS by the Principals of both Jr. Colleges. Principals of Jr. Colleges Gudibanda and Gundumala requested the Secretary to write a letter to the BIE. Secretary agreed to write a letter to BIE for necessary permission for the admissions made on TC and ratification of the Principals action.

The Principal, Gundumala(B) Jr. College has requested for Intermediate first year books of Environmental studies and ethics.(Action – Academics section)

Gundumala Boys School:

          The Principal has requested for Doors and Windows for Dormitories. Now 10 Toilets and 10 bathrooms are available in the School.  Additional 10 Toilets and bathrooms are required.(Action – Principal to contact RWS Dept. for ISL structures)

Gonabavi Girls School:

          The Principal has informed that present infrastructure is sufficient for 160 students. There is a problem for drinking water and requested to provide one inch pipeline and a Sintex tank with a capacity of 2000 liters.(Action – Kishore, Section-D2 for necessary orders )

Gudibanda Girls School:

          The Principal has informed that the present infrastructure is sufficient for the admitted students. There is a problem with sump, as it is getting filled by rain water during rainy season. There is no proper drainage system in the school.(Action – Kishore, Section-D2 for necessary orders )

Financial Expenditure  & Amenities

          The Principals of MJPAPBCWR Schools and Jr. Colleges have requested for sanction of 1.Weighing Machine 2. Pressure cooker 3.Printer & scanner 4. Grinder 5. Inverter 6. UPS to their Schools.  Secretary, MJPAPBCWREIS agreed for sanction.  The Accounts section was asked to pass the bills as and when furnished by the Principals.(Action – Orders already issued).

          Further, the Principals of Jr. Colleges have requested to clarify certain other issues regarding cosmetic charges, diet charges and stitching charges.

Secretary clarified all the issues raised by the Principals.

1.   Cosmetic charges for Boys Jr. Colleges shall be claimed @ Rs. 50/-per month and Rs.12/- for hair cutting charges following 75% attendance.

2.   Regarding Girls students of Jr. Colleges Rs.75/- shall be paid as cosmetic charges every month.

3.   Cosmetic charges shall be paid only for 10 months in an Academic year.

4.   Stitching charges shall be claimed @ Rs.40/- per pair including Jr. Colleges.

5.   Diet charges for Jr. College students shall be claimed @ Rs. 1050/- per month.

All the Principals were instructed by the Secretary to write the name of the school on newly purchased furniture and make stock entry in the stock register and also requested to send salary bills and IV R bills in time to this office.

Secretary advised the Principals to write a letter to Airtel for CUG SIMS for new schools. Secretary assured the Principals that the furniture will be supplied within three months. Part time electricians and Medical officer’s honorarium may be paid as per the Society norms. Identity Cards may be issued to Jr. College students at their cost. Lab material may be supplied shortly to all the schools and colleges.

Further, it was also resolved to provide TV to all the new institutions. Principals are permitted to procure with in Rs. 25,000/-. Secretary advised all the Principals of new schools and Junior colleges of Ananthapuramu District to work hard and prepare proper academic schedule to run the schools in a smooth way. Principals must be role model to the next generation.

                On Examining the request of the DEOs of MJPAPBCWR Schools in the meeting held on 06.011.2017,the following Instructions are hereby issued.

     I.        All the DEOs / Computer instructors shall to attend their duties in the school  from 10:00 AM to 5:30PM, including attending classes.

   II.        They to attend and complete the updation of student attendance in SAMS by 11:00 AM daily without fail.

 III.        Further they have to attend the work of Vidyawaan Bio-metric attendance for marking of Students and staff attendance.

 IV.        They have to attend Annapurna Software entry work of the diet & provisions.

   V.        Finally they have to make entry of daily Menu in MJPAPBCWREIS Official Website.  i.e., between 4.00 PM to 5:00PM.

 VI.        If a DEO is on leave on a particular day, the above work is entrusted to alternate person in the institution.

  4. Study Teachers should not insist to read any particular subject. Important note:-

  1. SPL should invite the Principal from chamber for Prayer. PET should see that entire assembly is in attention position, while Principal is being escorted by SPL.
  2. Staff & Students should speak in English only.
  3. All the teaching including Staff Nurse should attend the morning assembly. If any teacher is regularly irregular in attending assembly will be viewed seriously and Principal has to call for explanation.
  4. Class Teachers shall stand behind the students of their respective classes.
  5. Class leaders shall give the details of sick students while reporting attendance in the Assembly.
  6. The P.D. & P.E.T shall see that students maintain strict discipline while assembling and dispersing from the morning assembly with drum beat.
  7. Announcement of Birthdays of students & Greetings should be made in the Assembly.
  8. One or two Teachers and Students shall speak about the    significance of Days of National & International importance.

 

  1. Students shall sing the National Anthem, and other patriotic songs in chorus while Audio Cassettes are played by taking due care.ATP and PET should see that mike is used for the purpose.

Staff meetings should be conducted in every month during the 7th period only.

AGENDA

  1. In the first staff meeting of the academic year, certain significant issues like Annual Plan, Time-Tables, allotment of classes, class teachers, assigning duties of House-Mastership and other in-charges to different stocks; members for different committees;  should be decided. This should be done on rotation basis.
  2. A detailed review of previous year’s results, identification of low achievers on the basis of final results of the previous year has to be made.
  3. Action Plan for improving the standards of low-proficient learners, duly keeping in view the difficult areas in learning has to be prepared.  
  4. Assigning duties and responsibilities to teachers and students according to the institution plan should be done.  
  5. In the subsequent meetings, a detailed review of the progress of the students, completion of syllabus and activities as per the year-plan and other relevant issues regarding changes in in-charge ships etc., may be discussed.
  1. When the Principal is on leave the A.T.P shall be the in-charge of the School.

   When A.T.P is also on leave Senior PGT should take charge of the School

   without any deviation.

  1. On the first day of every term, the staff meeting has to be conducted. Action

    plan for the three months shall be prepared. The plan should include all the  

    curricular and co-curricular activities and other academic programmes which

    are proposed to be carried out.  ATP has to collect and submit the above plans

    to Principal.  A copy of such plan, duly signed by all the teachers, should be

    sent to the Secretary.  Another copy has to be sent to the Deputy Warden of

    their respective zone by the Principal.

AGENDA

  9. Meeting minutes to be recorded in a separate Register and it must be reviewed periodically.

Responsibilities of Food-Committee



  1. The School Food Committee shall determine the food scale after finalization of tender rates in the first Food Committee meeting for Daily-Issue of provisions. The Deputy Warden shall issue the provisions accordingly.

 

  1. Deputy Warden along with one of the members of Food-Committee and one student Representative shall be present and receive the provisions.

 

  1. On festivals days and other important occasions excess issue of provisions may be made with due permission of Food Committee.

 

  1. Dated signatures of a Cook and students’ representative may be taken at the time of daily issue of provisions. Stocks may be received by Dy Warden in the presence of students representative and obtain his sign on the duplicate bill by any one member of Food Committee.

 

  1. After every meeting of the Food Committee, physical verification of stocks should be done in the presence of one of the members of Food Committee. If any lapses are found by higher officials at a later stage the member is held responsible along with Dy Warden.

 

  1. Staff Nurse and Deputy Warden shall apprise the Committee about steps taken by them to improve cleanliness and hygiene in and around the Dining Hall and seek other members’ opinion for further improvement.
  2. The Food Committee shall discuss and allot Dining Hall duties to teachers on rotation.
  3. Deputy Warden, PET/PD and a teacher on duty should be present in the Dining Hall at the time of serving food.
  4. The committee is held responsible for quality of food supplied within the limit of per capita.





Responsibilities of the Principal:

 

  1. The Principal shall conduct Food Committee Meeting on 10th of every month, preferably in the 7th period only.
  2. The Principal shall verify the per-capita of previous month and explain it in the Food Committee meeting.
  3. The Principal shall see that the resolutions adopted in the Food Committee meetings, are implemented by the Deputy Warden.

 

  1. The Principal shall welcome the suggestions offered by the House-Masters, Teachers, PET/PD, Staff Nurse and students’ representatives and take appropriate action.
  2. The Principal shall make alternate arrangement when more than one member of the kitchen staff go on leave by appointing daily wage workers.
  3. Principal should be responsible for quality of food.
  4. The Principal should check the weighting system if there is no proper weighing system he should take steps for providing it.





Responsibilities of Deputy Warden

The Deputy Warden shall prepare the per-capita particulars of the previous month before 10th of every month and present it before the Food Committee.  He shall also study the problems (if any) and place   them before the Food Committee for solution.

  1. Dy.Warden should submit the monthly verification report on the 1st of every month.
  2. The Deputy Warden shall circulate the notice of Food Committee Meeting to all the members on 9th of every month (one day in advance) with agenda items.
  3. The Deputy Warden shall implement the resolutions adopted in the Food-Committee Meeting without fail.
  4. Any Leave to Kitchen Staff is to be granted on the recommend acttion by Deputy Warden.
  5. The Deputy Warden shall properly utilize the amount sanctioned for the purchase of utensils every year.
  6. Records of Gunny bags and broken rice etc., should be maintained.
  7. Deputy Warden should update all stock/issue registers every day, duly signed by Principal.
  8. Deputy Warden is responsible for incurring excess per-capita or low per capita.
  9. It is the responsibility of the Deputy Warden to maintain the quality of food.
  10. Utmost care should be taken while receiving and issuing the rice and maintain the exact balance.

 

House Masters’ Meetings

House Masters’ Meetings should be convened before the Food-Committee Meetings on the same day preferably in the Fore Noon session. House Masters should maintain the Registers as per the proformas suggested.

AGENDA

  1. Special attention on students’ progress.
  2. Checking the students’ absenteeism in attending school programme
  3. Maintenance of House attendance registers.
  4. Paying special attention on student’s health and responding promptly.
  5. Observation of health and hygiene of students and intimating the parents concerned in time in case of any problem.
  6. Maintenance of cleanliness in and around the dormitories.
  7. Maintenance of student’s bio-data with relevant address.
  8. Observation of student’s behavior, discipline and taking necessary steps required.
  9. Maintenance of Students’ Movement Register.
  10. Correspondence with parents in case any Student remains absent for more than permitted days.
  11. Any other relevant issues.
  12. They shall take necessary steps to provide quality food to their students.

 

FACULTY MEETINGS:

 

Demo Classes of PGTs should be observed by the Principal concerned to his subject.  PGTs should observe the demo classes of TGTs of their school along with Principal and report once in a month. Teachers should form District wise subject forums to share ideas with the teachers of neighborhood schools.

 

Faculty meetings should be conducted after the completion of Demo classes every month. Subject forums gather once in a month

  7. Proper utilization of available Teaching Aids and Equipment.  Plan to produce necessary Teaching Aids that are not available.
  8. Discussion on proper utilization of K-Yans, Computer Lab, Science Lab & Library.
  9. Progress Reports should be brought to notice of the parents on Second Sunday on every month and get their signatures on formatives and summative. The Principals presence on the day is must.
  10. Discussion on club activities.
  11. Discussion on preparation of students’ for various tests and examinations such as Maths Olympiad, Science Olympiad, NTS, Inspire, Science Fair, A.B.H. Hindi, Telugu  tests conducted by various institutions.
  12. Display charts showing the tools, equipment of different heads and list of Library Books etc.
  13. Follow the guidelines issued by RMSA for purchasing/School Purchasing Committee for school needs.

Co-Curricular and Extra Curricular Activities to be conducted during the academic year 2017-18

  1. All the schools have to conduct competitions as per the schedule.  Classes 5 and 6 as Juniors and Classes7, 8, 9 and 10 as Seniors.
  2. The students should be trained for all competitions during the Club Activity periods and holidays.

INSTRUCTION TO BE FOLLOWED BY THE STUDENTS

  1. All the students must attend the morning physical exercises, kit-inspection, morning assembly classes, dining-hall, study, classes and roll call.
  2. Students should maintain discipline in the classrooms, dormitories and dining-hall.  They should not leave the classroom without permission of the class teacher while the classes are running.
  3. The students who go home must come back to school within the permitted time.  If they don’t turn up in time, disciplinary action will be taken against them.  The students who run away from school without any permission will not be permitted to school again.
  4. The students mustn’t keep any money with them.  They can keep the money with their House Master and use their pocket-money with the permission of their House-Master duly giving the details of the expenditure.
  5. The students should perform their house-duties, dining-hall duties or any other duties assigned to them properly.
  6. Before leaving school the students must record the purpose on which they are leaving the School in the students’ ‘Out-going register’ and sign in it and enter the time and note in the ‘In coming register’ after coming back to school.

  1. Parents and relatives are permitted to see their wards on the Second Sunday of every month.  They have to take permission of the Principal or A.T.P. before meeting their children.
  2. The visitors are advised not to give any money to the students directly.  They should deposit that amount with the House-Master in the name of their children.  
  3. Generally students are not permitted to go home except in terminal holidays.
  4. If the parents desire to take them home under any special circumstances, they should take the prior permission of the House-Master and the Principal.  Students are permitted to leave the campus with their parents or relatives only after obtaining permission.
  5. To send the students home either with the parents or relatives the Entry Card of the parent and a request letter from the parent should be produced.

INSTRUCTIONS TO THE TEACHERS

  1. Teachers are not allowed to use Cell Phones in class rooms and at other duty places to avoid interruption to class room instruction and other related duties with students.
  2. In the Residential School system the Duties on holidays and working days are equally important.  So the teachers who have holiday duties should not ask any permission to leave the school campus.
  3. The House-Master should take the responsibility of his students’ progress and conduct.  He should observe the behaviour and  discipline of his students right from the beginning itself and correct them whichever necessary. House Masters should maintain register of addresses, Phone No.s and Pocket Money. House Mastership should be given to regular teachers, if sufficient number of regular teachers aren’t available CRTs may be given with the permission of concerned officer.
  4. In case any student is admitted in the hospital, the House Master should be in the hospital along with the Staff Nurse.  Thereafter the House Master should inform the parents through the Principal. He should  take care of the student till he is handed over to the parents.
  5. The teachers should prepare the Principles of Valuation before conducting the tests and exams and get the approval of the Principal before starting of the valuation.
  6. After conducting the examinations, the correction work of answer-scripts should be completed in a week. They should show the valued answer-scripts to the students duly identifying their mistakes.  The teachers should submit the answer scripts and marks lists to the Principal, obtain his signature and give them to the A.T.P.  They should post the marks in students’ progress cards and send them to the parents within a week after the tests.  The marks should also be recorded in the Central Marks Register within ten days.
  7. Every teacher should take the responsibility of students’ progress and play a key role in developing Residential Schools with, dedication and devotion to duties.
  8. A teacher must be a learner throughout his/her life.  She/He should develop professionalism and help the students in their learning.

 

  1. She/He should take the responsibility of implementing the daily routine with commitment.
  2. Every teacher is a representative of the MJPAPBCW Residential Educational Institutions Society. So she/he should have an exemplary character to inspire students.
  3. She/He should become more resourceful in collecting teaching-learning material to teach the students more effectively.
  4. The class teachers are permitted to avail summer vacation only after the results are declared.
  5. Teacher should not disturb other teachers while classes are going on and avoid gossiping and chatting.

 

Art/Drawing/Craft/Music/Work-experience Teachers

  1. The above teachers have to obtain the syllabus from DEOs office and  prepare their Annual Plan and take classes accordingly.
  2. Class in Art & Painting, Dance, Poetry Composition, Dramatization techniques etc., may be conducted. To discover & develop the hidden talents of the students.  The teacher should help his students to develop his/her self esteem.
  3. Opportunity may be provided to students to gain work-experience, to make them understand and appreciate the value of dignity of labour.
  4. Students may be encouraged to prepare exhibits/ finished products suitable to their age, class and subject specific.
  5. Preparation of useful Teaching Aids and working models by the students should be encouraged.  The same may be used by the teachers and students in teaching learning process.

National Green Corps:

  1. Each School should maintain NGC Troop and the activities have to be conducted as per the guidelines given by the Director, NGC, so as to help the students to understand and appreciate the need for maintenance of balance in the ecosystem.
  2. Each school should send one leader from each group to the Annual Camp to be conducted by MJPAPBCWREI Society.
  3. NGC students should maintain school garden, plantation and watering.
  4. NGC incharge may meet the expenditure of purchases from NGC fund only.  

National Cadet Corps (NCC)

  1. Each School which has a play ground should start one NCC Jr. Division Platoon with the consent of nearby NCC Authorities to inculcate sense of discipline and patriotism among students.
  2. The NCC Parades have to be conducted regularly as per the guidelines.
  3. Refreshment Allowances, Washing Allowances given to the Cadets should be utilized properly and records should maintained with the Principal.
  4. Cadets have to be encouraged to participate in Annual Camps, Republic Day Parades, Parachute Training, Mountaineering Training etc.,
  5. Records regarding the following should be maintained, a report should be sent to the concerned Dy. Secretary and Secretary on quarterly basis.  These records should be verified by the concerned authorities at the time of visits and inspections.

GUIDELINES FOR PREPARATION OF PERCAPITA

  1. Daily Issue Register has to be maintained.(Specimen format is given)
  2. Stock &Issue Registers have to be updated weekly.
  3. Hostel Attendance  to be obtained from House Masters
  4. Total consumption of provisions, Milk, Vegetables, Fruits, Eggs etc., has to be calculated as per the above proforma
  5. The number of eligible boarders has to be calculated as per proforma.
  6. The number of eligible staff boarders has to be calculated as per daily attendance registers.
  1.  Full eligible boarders:

1.Principal  2. Dy. Warden  3. P.E.T.  4. Staff Nurse  5.House Masters.

  1. Half eligible Boarders:  Other Teaching- Staff
  2. Total expenditure may be arrived at after deducting the guest fee

10.Total boarders may be arrived as follows:

    1. Total student boarders
    2. Total (full eligible) staff boarders.              As per staff Attendance Register.
    3. Total of Half (eligible) staff boarders         

11.Per-capita –   Total expenditure as said in Col.9.

Note: 1.It should not exceed the allotted per capita expenditure and schedule prepared for the School at the beginning of the academic year in the month of June.

  1. Per capita expenditure for class V, VI and VII i.e., Rs.750/- per month and for classes VIII, IX and X is Rs.850/- per month.
  2. Abnormal savings in per capita expenditure shows that Quality & Quantity of food has not been served.  It is the responsibility of Dy. Warden and the Principal to see that sanctioned Per capita is fully utilized.

Continuous Comprehensive Evaluation:

 

The Very objective  of adopting CCE is to let the child grow as a good citizen by acquiring all appropriate skills and desirable qualities besides academic excellence.

 

Continuous: Assessment of a student’s growth and development is a continuous process rather than an event.

 

Comprehensive: It is a holistic approach, covers both scholastic and co-scholastic areas.

 

Evaluation: The emphasis shifted to testing of holistic learning.

 

Need: Many Educationalists have opined that assessing any child basing on the marks achieved by him/her is not appropriate. Every child has innate abilities. CCE can be used as a tool to draw out the child’s hidden talents. The teacher should be aware of the child’s strengths and weaknesses and help him/her to build up his/her personality.

 

Importance:

 

Implications: Creative and critical thinking, decision making, verbal and non-verbal expressive skills, sharing of ideas, strong enough to face the challenges.

 

What is to be assessed? –  Academic standards

 

Evaluation: 2 types of evaluation.

 

  1. Formative Assessment
  2. Summative Assessment

 

Formative Assessment is Assessment for learning and assessment as learning. It is done through observation of student’s responses, involvement, in learning note books, assignments, projects and other written works.



The tools for Formative Assessment: 4 Components.

 

  1. Languages : Reading and Reflection.

Maths : Generating Problems.

Science: Experiments

  1. Social Studies: Reflection on contemporary and social issues.
  2. Written works: (Class work, homework, portfolios etc.)
  3. Projects
  4. Slip Tests

 

Summative Assessment: It takes place after a period of instruction. This is done through pen and paper test.   Achieving set academic standards is the key-idea behind this.

 

Written Test: The questions should be open-ended questions, qualitative and analytical, drawing conclusions, giving reasons, evaluating and interpreting.

 

Note: Teachers should encourage the children to produce their own and original thoughts. Memorized answers, guides, question banks are strictly prohibited.

  2. Assessment of (1-3) tools are for 10 marks each. 4th tool slip test is for 20 marks.

  5. The average score of 4 formative test will be considered for 20 marks as Internal Assessment in the Annual examinations.

There are 20+ talent search examinations including NTSE, SSTSE, KVPY, NCO, NSO, RMO and so on. Schools have to provide a complete guidance  on the talent search exams regarding when they are conducted, the syllabus, eligibility, how to appear, exam date etc.
